So for the last 10-15 drivers I had an issue where when I started the computer, after 5-15 minutes the GPU would go up to 100% usage out of nowhere and the only solution to fix it was to restart the driver from RadeonMod manually(which ofc would crash any game, so I'd have to wait this amount of time before playing games, so I wouldn't crash my game deliberately). So I updated to 16.9.1 on Windows 10(Not Anniversary) and the same problem happened, but after installing Anniversary Update(which also brings the driver standards from WDDM 2.0 up to 2.1), the issue is here no more. No more need to manually restart the driver nor wonder how much it'll take until the GPU jumps to 100% usage.
